C., p. 1639. which reads : " The President is authorized to make and from time to time amend regulations governing the operation of the Panama Canal, and the passage and control of vessels through the same or any part thereof, including the locks and approaches thereto, and all rules and regulations affecting pilots and pilotage in the canal or the approaches thereto through the adjacent waters " be, and it is hereby, amended to read as follows Regulations govern- " The President is authorized to make, and from time to time '=" amend, regulations governing the operati on of the Panama Canal; the passage and control of vessels through the same or any part thereof, including the locks and approaches thereto; pilots and pilotage in the canal or the approaches thereto through the adjacent waters; the navigation of the harbors and other waters of the Canal Zone, including the inspection of vessels navigating such waters and the licensing of officers of such vessels . AN ACT To provide for the appointment ofa public defender for the Canal Zone . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the Gov- ernor of the -Panama Canal shall appoint a duly qualified member of the bar of the Canal Zone as a public defender, whose duty it shall be to represent, in the district court of the Canal Zone, any person charged with the commission of a crime within the original jurisdiction of said court who is unable to employ counsel for his defense . S EC. 2. The public defender shall receive a salary of $1,200 per year, together with such of the privileges of a Canal Zone employee- as the governor may grant . Approved, July 5, 1932 .
