701 In the preparation of this estimate the Surgeon General shall ascertain from the Secretary of War, the Secretary of the Navy, the Secretary of the Interior, and the Secretary of Agriculture whether any military, naval, or other reservation suitable for the purpose is available for transfer, to be used for the location of said station and hosp ital, an d shall consider also th e cost of the pur chase of the present Kalihi receiving hospital, its equipment and supplies, including the acquisition of the ground upon which the hospital is located and incl uding su ch recon structio n or addi tional b uildings as may be necessary . R esolve d by the Senate and House of Representatives of the United States of America in Congress assembled, That the public resolution entitled "Joint resolution making an appropriation to provide transportation to their homes for veterans of the World War temporarily quartered in the District of Columbia," approved July 8, 1932, is hereby amended to read as follows " That to enable the Administrator of Veterans' Affairs, upon the request of any honorably discharged veteran of the World War temporarily quartered in the District of Columbia who is desirous of returning to his home, to provide such veteran with transporta- tion thereto prior to July 25, 1932, by railroad or such other means of transportation as the A dm inistrator of Veterans' Affairs may approve, including 'allowance in advance for gas and oil for travel Advance for gasoline, in privately owned automobile, together with travel subsistence at a Travel subsistence . the rate of 75 cents per day, there is hereby appropriated, out of any money in the Treasury not otherwise appropriated, the sum of $100,0002 and in the event such amount is insufficient there is hereby appropriated out of the general post fund authorized by the Act of July 1, 1902, and the Act of June 25, 1910 (U . S. C., title 24, sees. 136 and 139), such amount as the Administrator of Veterans' Affairs may determine to be necessary : Provided, That where transporta- ti on is authorized by other than railroad the amount allowed for same shall not exceed the cost of railroad transportation : Provided further, That all am ou nts expended un der t his appropriation in behalf of a ny veteran shall constitute a lo an without inter est which, if not repaid to the Unit ed Sta tes, shall be deducted from any amount payable to such veteran on his adjusted-service certificate .'
