Be it enacted by the Senate and House of Representatives of the United States o f America in Con qress assembled, That section 3 of the Act entitled "An Act to modify the postal money-order system, and for other purposes," approved March 3, 1883, as amended (U. S . C., title 39, sec . 716), is amended to read as follows :
