913 court thereof upon giving satisfactory evidence that he has a general educati on equiv alent to graduat ion from a high school of the Ca nal Zone, has studied law under proper instruction for at least three years, and has passed an examination in the - law to be prescribed and conducted by the judge of the district court or by a committee of the bar appointed by him for that purpose . The judge of the district court is empowered to make rules to establish the qualifica- tions of the candidates. SEC. 36 . CERTIFICATE OF ADMISSION .-Upon admission of an appli- sin certifica te of admis i cant to the bar, the district court shall direct an order to be entered to t hat e ffect upon its reco rds, and that a cer tifi cate of su ch ad miss ion be given to him by the clerk of the court, which certificate shall be his license . S EC. 37. OATHs.-Before receiving a certificate the applicant shall oat hs . take and subscribe in court the following oaths 1. " I, recognize and accept the supreme authority of the United States of America, in the Canal Zone, and I do swear that I will obey the existing laws which rule in the Canal Zone, as well as the legal drders and decrees of the duly constituted authorities therein; that I impose upon myself this voluntary obligation without any mental reservation .or purpose of evasion . So hel p me God . 2. " I do solemnly swear that I will do no falsehood, nor consent to the doing of any in court; I will not wittingly or willingly pro- mote or sue any false, groundless or unlawful suit, nor give aid nor consent to the same; I will delay no man for money or malice, but will conduct myself in the office of a lawyer within the courts accord- ing to the best of my knowledge and discretion, with all good fidelity as well to the courts as to my clients. WHO MAY CONDUCT LITIGATION .-A person may conduct who may conduct his litigation personally or by the aid of a lawyer, in either the litigation . district or magistrates' courts . SEC. 41 . DuTIEs.-It is the duty of an attorney and counselor : Duties of attorneys . 1 . To support the laws of the Canal Zone and the applicable laws of the United States; 2. To maintain the respect due to the courts of ju st ice and judicia l offic ers; 3 . To counsel or maintain such actions, proceedings, or defenses only as appear to him legal or just, except the defense of a person charged with a public offense; 4 . To employ, for the purpose of maintaining the causes confided to him, such means only as are consistent with truth, and never seek to mislead the judge or any judicial officer by an artifice or false statement of fact or law; 5 . To mai ntain inviolate the confidence, and at every peri l to him- self, to preserve the secrets of his client; 6 . To abstain from al l offens ive pers onality, and to a dvance n o fact prejudicial to the honor or reputation of a party or witness, unless required by the justice of the cause with which he is char ged

7. Not to encourage either the commencement or the continuance of an action or proceeding from any corrupt motive of passion or interest; 8 . Never to reject, for any consideration personal to himself, the cause of the defenseless or the oppressed . 3001 ° -33-58
