INTERNATIONAL LOAD LINE CONVENTION. ,JULY 5, 1930. 2~67 AIiD WHEREAS the number of ratifications so deposited having been brl21:37, 11 June 2014 (UTC):~~ brought to five and more, on October 1, 19a2, the said convention, rorce. in accordance with Article 24 thereof, came into force with respect to the United States of America. and the other countries above men- tioned: on January 1, 1933; Now, THEREFORE, be it known that I, Herbert Hoover, President Proclamation. of the United States of America, have caused the said convention to bo made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof, subject to the declaration tI(>~~ndltional ratifl(2lo made by the plenipotentiaries of the Uni~d States of America at the time of signature of the convention and recorded in the final act of the international load line conference, dated July 5,1930, as follows: "The Plenipo~ntiariesof the United States of America formally Recognition. declare that the signing of the International Load Line Conven- tion by them, on the part of the United States of America, on this date, is not to be construed to mean that the Government of the United States of America recognizes a regime or entity which signs or accedes to the Convention as the Government of a eountry when that re~e or entity is not recognized by the Government of the Uwted States of America as the Government of that country. "The Plenipotentiaries of the United States of America further No contractual obli· declare that the participation of the United States of America gatton. in the International Load Line Convention signed on this date does not involve any contractual obligation on the part of the United States of America to a country, represented by a regime or entity which the Government of the United States of America does not recognize as the Government of that country, until such country has a Government recognized by the Government of the United States of America."
