Nothing containedin this treaty shall be construed to affect existing statutes and regulations of either country in relation to the immigration of aliens or the right of either country to eWlct such statuted. The present Treaty shall be ratified and the ratifications thereof shall be exchanged at Wa.shington as soon as possible. It shall take effect at the instant of the exchange of ratifications and shall remain in effect for three years. After this date it shall remain in effect until the expiration of twelve months from the date on which notice of its termina- tion shall have been given by either High Contracting Party to the other.
