SEC. 3 . That the administration, protection, and development of the aforesaid national monument shall be exercised under the direction of the Secretary of the Interior by the National Park Service, subject to the provisions of the Act of August 25 . 1 91 6, entitled "An Act to establish a National Park Service, and for other purposes ", as amended . Be it enacted by the Senate and House of Representatives o f tine United States of America in Congress assembled, Th at, subj ect to the approval of the Governor of the Farm Credit Administration and under rules and regulations to be prescribed by the Production Cred it C ommi ssio ner, pro duct ion cred it a ssoc iati ons orga nize d un der the Farm Credit Act of 1933 are authorized to make loans to oyster planters who are carrying on their operations under leases of oyster beds granted by any State or political subdivision thereof

discount, assi gn, or otherw ise dispose o f any loans ma de by them under the provisions of this Act; and to do any and all other things necessary to carry these provisions into effect . With the approval of the Governor of the Farm Credit Administration and under rules and regulation s to be presc ribed by the Intermediate C redit Com- missioner, the Federal intermediate credit banks are authorized and empowered to d iscount for o r purchase fr om any product ion credit association any note, draft, or other such obligation representing a loan or loans made under the provisions of this Act; and to make loans or advances direct to any such organization secured by such obligations .
