With the approval of the Governor of the Farm Credit Administration and under rules and regulation s to be presc ribed by the Intermediate C redit Com- missioner, the Federal intermediate credit banks are authorized and empowered to d iscount for o r purchase fr om any product ion credit association any note, draft, or other such obligation representing a loan or loans made under the provisions of this Act; and to make loans or advances direct to any such organization secured by such obligations .
