No issue of preferred stock shall be valid until the par value of all stock so issued shall be paid in ." The holders of such preferred stock shall not be held individually responsible as such holders for any debts, contracts, or engagements of such association, and shall not be liable for assessments to restore impairments in the capital of such association as now provided by law with reference to holders of common stock ." Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the State of Connecticut shall constitute one judicial district to be known as the " district of Connecticut ." Terms of the district court shall be held at New Haven on the second Tuesday in February and the third Tuesday in September ; at Hartford on the second Tuesday in May and the first Tuesday in December ; at Norwalk on the third Tuesday in April ; and at Columbia on the first Tuesday in September : Pro vid ed, That suitable rooms and accommodations shall be fur- nished for the holdings of said court and for the use of the officers of said court at Norwalk and Columbia free of expense to the Government of the United States .
