Appropriations in this Act shall not be used for the payment of premiums or other cost of fire insurance . Telephones may be maintained in the residences of the super- intendent of the water department, sanitary engineer, chief inspec- tor of the s treet- cleani ng div ision, assist ant su perint endent of th e street-cleaning divison, inspector of plumbing, Director of Public Welfare, health officer, assistant health officer, chief of the bureau of preventable diseases, chief engineer of the fire department, super- intendent of police, electrical inspector in charge of the fire-alarm system, one fire-alarm operator, and two fire-alarm repair men, the superintendent of machinery, and the fire marshal, under appropria- tions contained in this Act . The commissioners may connect any or all of these telephones either to the system of the Chesapeake and Potomac Telep hone Company or the telephone system mai n- tained by the District of Columbia, or to both of such systems . Telephones may also be maintained in the residences of the general supe rinte ndent of p enal inst ituti ons and s uch o ther offi cials of the workhouse and reformatory as may be approved by the Comm iss ione rs . For postage for strictly official mail matter, including the rental of postage meter equipment, $40,000 . Th e Comm ission ers ar e auth orized , in t heir di screti on, to furni sh necessary transportation in connection with strictly official business of the District of Columbia by the purchase of street car and bus fares from a ppropr iation s cont ained in this Act : Pr ovide d, T h at t he expe nditu res h erein aut horiz ed sh all be so appo rtio ned a s not to exceed a total of $9,500 : Provided further, That the provisions of this p aragra ph sha ll not inclu de the approp riatio ns her ein ma de for the fire and police departments . For judicial expenses, including witness fees, and expert services in Dist rict c ases b efore the Su preme Court o f said Distr ict, $ 1,500 : Provi ded, That the Commi ssion ers of th e Dis tric t of Colum bia are authorized, when in their judgment such action be deemed in the public interest, to contract for stenographic reporting services with- out regard to section 3709 of the Revised Statutes (U .S .C ., title 41, sec . 5) under available appropriations contained in this Act . For general advertising, authorized and required by law, and for tax and school notices and notices of changes in regulations, $4,000 : Provid ed, That this appropriation shall not be available for the payment of advertising in newspapers published outside of the District of Columbia, notwithstanding the requirement for such advertising provided by existing law . For advertising notice of taxes in arrears July 1, 1933, as required to be given by the Act of February 28, 1898, as amended, to be reim- bursed by a charge of 50 cents for each lot or piece of property advertised, $8,000 . EMPLOYMENT SERVICE For personal services and miscellaneous and contingent expenses required for maintaining a public employment service for the District of Columbia, $9,435 . EMERGENCY FUND To be expended only in case of emergency, such as riot, pestilence, public insanitary conditions, calamity by flood or fire or storm, and of like character, and in all other cases of emergency not otherwise sufficiently provided for, in the discretion of the Commissioners, 227 Fire insurance pre- miums forbidden .
