For additional extension, improvement, and repair of the water New mains . distribution system, including necessary mains, machinery, and equipment, to aid in the relief of unemployment and to be allotted for such projects and purposes and in such amounts as the Director of the Bureau of the Budget may approve (including the allocation of additional sums to any or all of the four immediately preceding items), there is hereby appropriated wholly out of the revenues of the water department such sums (not to exceed in the aggregate $635,000) as may be deemed surplus in such revenues . Du ring the fisca l yea r end ing June 30, 1 934, the Commi ssion ers Disco unts , pa yment of the District of Columbia are authorized to allow a discount of of water charges . 10 per centum on the amount of any bill for water charges paid within fifteen days after the date of the rendition thereof .
