Be it enacted by the Senate and House of Representatvues o f the United States of America in Congress ass embled, That in order to provide additional funds for carrying out the purposes of the Federal Emergency Relief Act of 1933, approved May 12, 1933 (48 Stat . 55), and for continuing the Civil-Works program under the Federal Civil Works Administration as created under authority of title II of the National Industrial Recovery Act, approved June 16, 1933 (48 Stat . 200), there is hereby appropriated for these activities, out of any money in the Treasury not otherwise appropriated, to remain avail- able until June 30, 1935, the sum of $950,000,000, which shall be available for expenditure for such projects and/or purposes and under such rules and regulations as the President in his discretion may prescribe : Provided, That nothing contained in the Federal Emergency Relief Act of 1933 shall be construed as precluding the Federa l Emer gency Relie f Admi nistra tor fr om ma king g rants for relief within a State directly to such public agency as he may designate : Provided further, That the provisions of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes ", approved September 7, 1916 (U .S .C ., title 5, sec . 785), as amended, are hereby extended, so far as they may be appli- cable, to em ployee s of the Fe deral Civil Works Admin istrat ion only for disability or death resulting from traumatic injury while in the performance of duty, subject, however, to the following con- ditions and limitations : (a) that the total aggregate compensation in any individual case shall not exceed the sum of $3,500, and that the monthly compensation shall not in any event exceed the rate of $25, both exclusive of medical costs ; (b) that the minimum limit on monthly compensation for disability, established by section 6, and the minimum limit on the monthly pay on which death compensation is to be computed, established by clause (K) of section 10, shall not apply ; (c) that the United States Employees' Compensation Com- mission, with the approval of the President, shall establish a special schedule of compensation for death and/or for the loss or loss of use of members or functions of the body, which compensation shall be in lieu of all other compensation in such cases ; (d) that the rights of any perso n employed by the Federal Civil Works Ad ministration to compensation or other benefits which may have accrued prior to and including the date of approval of this Act under the provisions of the Act o f September 7 , 1916, as am ended (U.S.C., title 5, chap. 15), and/or the rules and regulations of the Federal Civil Works Administration shall terminate upon the date of the approval of this Act ; and the reafter compen sation and ot her benefits to any such person for death or disability arising before or after the date of the approval of this Act shall be paid in accordance with the provisions hereof ; (e) tha t the said Com mission is he reby authoriz ed in its Fe deral Emerg ency Relief Act of 1933.
