"(2) Section 317 is amended by striking out the period at the end thereof and inserting in lieu thereof a colon and the following : ` Pro- vided further, That no part of any appropriation for " public works ", nor any part of any allotment or portion available for " public works " under any appropriation, shall be transferred pursuant to the authority of this section to any appropriation for expenditure for personnel unless such personnel is required upon or in connection Other periods .
