For incidental and contingent expenses of the offices of the gov- ernor and of the secretary of the Territory, clerk hire, not to exceed $7,740 ; janitor service for the governor's office and the executive mansion, not to exceed $2,870 ; traveling expenses of the governor while a bsent from t he cap ital o n offi cial bu siness and o f the secre- tary of t he Territ ory while travelin g on offi cial busi ness unde r direc- tion of the governor ; repair and preservation of governor's house and furniture ; for care of grounds and purchase of necessary equip- ment ; stationary,' lights, water, and fuel ; in all, $14,720, to be expended under the direction of the governor . Legislative expenses : For salaries of members, $19,440 ; mileage of members, $9,500 ; salaries of employees, $4,680 ; printing, indexing, comparing proofs, and binding laws, printing, indexing, and bind- ing journals, stationery, supplies, printing of hills, reports, and so forth, $8,700 ; in all, $42,320, to be expended under the direction of the Governor of Alaska . Reindeer for Alaska : For support of reindeer stations in Alaska and instruction in the care and management of reindeer, including sala ries of ne cessa ry e mploy ees i n Al aska, trav elin g exp enses of employ ees, i ncludi ng exp enses of new appoin tees f rom Se attle, Wash- ington, to their posts of duty in Alaska, and expenses of packing, crating, and transportation (including drayage) of personal effects of employees upon permanent change of station within Alaska, under regul ations to be presc ribed by the Secret ary of the I nterio r, purchase, erection, and repair of cabins for supervisors, herders, and apprentices, equipment, and all other necessary miscellaneous expen ses, $ 30,520 , to b e avai lable immedia tely . Insane of Alaska : For care and custody of persons legally adjudged insane in Alaska, including compensation of medical supervisor detailed from Public Health Service, transportation, burial, and other expenses, $161,600 : Provided, That authority is granted to the Secretary of the Interior to pay from this appro- priation to the Sanitarium Company, of Portland, Oregon, or to other contracting institution or institutions, not to exceed $564 per capita per annum for the care and maintenance of Alaskan insane patien ts during the fisc al year 1 935 : Provided further, That so much of this sum as may be required shall be available for all necessary expenses in ascertaining the residence of inmates and in returning those who are not legal residents of Alaska to their legal residence or to their fri ends, and the Secr etary of the Inter ior shall , so soon as practi cable, re turn to t heir plac es of res idence or to their friends all inmates not residents of Alaska at the time they became insane, and the commitment papers for any person hereafter adjudged insane shall include a statement by the committing authority as to the legal residence of such person .
