For traveling expenses of civilian employees, including not to Miscellaneous ex. pen ses . exceed $1,500 for the expenses of attendance, at home and abroad, upon mee tings of technical , profess ional, s cientific , and oth er simila r organizations when, in the judgment of the Secretary of the Navy, such attendance would be of benefit in the conduct of the work of the Na vy Department ; not to exceed $2,000 for the part-time or inter- mittent employment in the District of Columbia or elsewhere of such e xperts and a t such rates of co mpensat ion as may b e cont racted for by and in the discretion of the Secretary of the Navy ; expenses of cou rts-ma rtial, purch ase of law a nd refe rence books, expen ses of prisoners and prisons, courts of inquiry, boards of investigation, examining boards, clerical assistance ; witnesses' fees and traveling expenses ; not to exceed $15,000 for promoting accident prevention and safety in shore establishments of the Navy, to be expended in the discretion of the Secretary of the Navy ; newspapers and period- icals for the naval service ; all advertising of the Navy Department and its bureaus (except advertising for recruits for the Bureau of Navigation) ; cost of suits ; relief of vessels in distress ; recovery of valuables from shipwrecks ; maintenance of attaches abroad, includ- ing office rental and pay of employees, and not to exceed $3,780 in the aggregate or $450 for any one person for allowances for living quart ers, i ncludi ng hea t, fue l, and light, as au thoriz ed by the Ac t approved June 26, 1930 (U.S.C., Supp. VI, title 5, see. 118a) ; the collection and classification of information ; not to exceed $170,000 for telephone, telegraph, and teletype rentals and tolls, telegrams, rad iogr ams, an d ca bleg rams ; postage, foreign and domestic and post-office box rentals ; necessary expenses for interned persons and prisoners of war under the jurisdiction of the Navy Department, including funeral expenses for such interned persons or prisoners Courts-martial, etc .
