Pensions : For the payment of pensions, gratuities, and allowances, now authorized under any Act of Congress, or regulation of the Pres ident based there on, or which may h ereaf ter be authorized, including emergency off icers' retire ment pay and annuities, the administration of which is now or may hereafter be placed in the Veterans' Administration, $296,291,997, to be immediately available : Pro vide d,, That Navy pensions shal l be paid fro m the income of the Navy pension fund, so far as the same shall be sufficient for that purpose . For military and naval insurance accruing during the fiscal year 1935 or in prior fiscal years, $112,300,000 . In expending appropriations or portions of appropriations contained in this Act, for the payment for personal services in the District of Co lumbia in acc ordance with t he Classifica tion Act of 1923, as amended, the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropria- tion unit shal l not at any time exceed th e average of the compen- sation rates specified for the grade by such Act, as amended : Pro- vided further, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the clerical-mechanical service, or (2) to require the
