General expenses : For supplies, incl uding replacement of and necessary additions to existing equipment, repairs, maintenance, and incidental expenses of lighthouses and other lights, beacons, buoyage, fog signals, lighting of rivers heretofore authorized to be lighted, light vessels, other aids to navigation, and lighthouse tenders, includ- ing the establishment, repair, and improvement of beacons and day marks, and purchase of land for same ; esta blis hment of post lig hts, buoys, submarine signals, and fog signals ; establishment of oil or car- bide houses, not to exceed $10,000 : Provided, That any oil or carbide house erected hereunder shall not exceed $1,000 in cost ; construction of necessary outbuildings at a cost not exceeding $1,000 at any one light station in an y fi scal yea r ; impr ovem ent of grounds and build- ings connected with light stations and depots ; restoring light stations and depots and buildings connected therewith : Provided further, That such rest orat ion shal l be lim ited to the orig inal pur pose of the stru c- tures ; wages of persons attending post lights ; temporary employees and field force while engaged on works of general repair and mainte- nance, and laborers and mechanics at lighthouse depots ; rations and provisions or commutation thereof for working parties in the field, officers and crews of light vessels and tenders, and officials and other authorized persons of the Lighthouse Ser vice on duty on boar d of such ten ders or vess els, and mon ey a ccru ing from com muta tion for
