Te stin g fu el : To conduct inquiries and scientific and technologic investigations concerning the mining, preparation, treatment, and use of mineral fuels, and for investigation of mineral fuels belong- ing to or for the use of the United States, with a view to their most effi cien t ut iliza tion ; to recommend to various departments such changes in selection and use of fuel as may result in greater economy, and, upon request of the Director of the Bureau of the Budget, to investigate the fuel-burning equipment in use by or proposed for any of the departments, establishments, or institutions of the United States in the District of Columbia, $97 .828 of which amount not to exceed $25,400 may be expended for personal services in the District of Columbia . Mi nera l mi ning inv esti gati ons : For inqu irie s an d sc ient ific and technologic investigations concerning the mining, preparation, treat- ment, and utilization of ores and mineral substances, other than fuel s, w ith a view to improving health conditions and increasing safety, efficiency, economic development ., and conserving resources through the prevention of waste in the mining, quarrying, metallur- gical, and other mineral industries ; to inquire into the economic con- ditions affecting these industries ; an d in clud ing all equi pmen t, s up- plies, expenses of travel and subsistence, and the purchase, not to exceed $2,500, including exchange, operation, maintenance, and repair of motor-propelled passenger-carrying vehicles for official use in field work, including not to exceed $14,040 for personal services in the District of Columbia, $85,974 : Provided, That no part of this appropriation may be expended for an investigation in behalf of any private party . Oil and gas investigations : For inquiries and investigations and diss emin atio n of inf orma tion con cern ing the mini ng, prep arat ion, treatment, and utilization of petroleum and natural gas, including economic conditions affecting the industry, with a view to economic development and conserving resources through the prevention of wa s te ; for the purchase of newspapers relating to the oil, gas, and al li ed i nd us tr ies : Prov ided, That section 192 of the Revised Statutes (U .S .C., title 5, sec. 102) shall not apply to such purchase of news- pape rs f rom this appropriation ; and for every other expense inci- dent the reto , in clud ing supp lies , eq uipm ent, exp ense s of tra vel and subsistence, purchase, not to exceed $7,000, exchange as part payment for, mai nten ance , an d op erat ion of m otor -pro pell ed p asse nger -car ry- ing vehicles for official use in field work, purchase of laboratory gloves, goggles, rubber boots and aprons, $111 .766, of which amount Proviso.
