During the fiscal year 1935 the head of any department or inde- do scient ific i veIIra, pendent establishment of the Government having funds available etc. for scientific investigations and requiring cooperative work by the Bureau of Min es on scient ific i nvesti gations withi n the scope of the functions of that Bureau and which it is unable to perform within the limits of its appropriations may, wi th the approval of the Secretary of Commerce, transfer to the Bureau of Mines such sums as may be necessary to carry on such investigations . The Secretary of the Treasu ry sha ll tra nsfer on the books of the Treas ury De part- ment any sums which may be authorized hereunder, and such amounts shall be placed to the credit of the Bureau of Mines for the perform- ance of work for the department or establishment from which the transfer is made : Provided, That any sums transferred by any E°peaditnrooftran s- depar tment or i ndep enden t est abli shmen t of the G over nment to t he fer red funds .
