(b) Subject to the approval of the Commissioners of the District of Columbia, the commission shall have power (1) to cooperate with organizations engaged in the promotion and control of amateur boxing ; (2) to supervise and regulate boxing within the District of Columbia ; and (3) to make such orders, rules, and regulations, as the commission deems necessary for carrying out the powers herein conferred upon it . aolding boxing ex hibition without per- - (c) No person shall hold a boxing exhibition in the District of mit u nlawful .
