635 in lieu thereof, as authorized by law, to Air Corps reserve officers on extended active duty, shall be used for expenses in connection with the Organized Reserves, but available supplies and existing facilities at military posts s hall be utilized to the fullest extent possible . No appropriation made in this Act shall be available for pay, allowances, or traveling or other expenses of any officer of the Organized Reserves who may be drawing a pension, disability allow- ance, disability compensation, or retired pay from the Government of the United States . No appropriation made in this Act shall be expended for the pay of a reserve officer on active duty for a longer period than fifteen days, except su ch as may be detailed for duty with the War Department Gen er al Staff under section 3a and se ct ion 5 (b) of the Army Reorga nizat ion A ct app roved June 4, 1920 (U.S.C ., title 10, sets . 26, 37), or who may be detailed for courses of instruction at the general or special service schools of the Army, or who may be detailed for duty as instructors at civilian military training camps, appropriated for in this Act, or who may be detailed for duty with tactical units of th e Air Co rps, as provided in sect ion 37a of the A rmy Reor ganizati on Act approved June 4, 1920 (U.S.C.,title 10, sec. 369) : Provided, That the pay and allowances of such additional officers and nurses of the Medical Reserve Corps as are required to supplement the like officers and nurses of the Regular Army in the care of beneficiaries of the United Stat es Ve terans ' Adm inistr ation trea ted i n Army hosp itals may be paid from the funds allotted to the War Department by that administration under existing law . sup ° tions as may be prescribed by the Secretary of War, to institutions at which one or more units of the Reserve Officers' Training Corps are ma intai ned, of such public animals, means of trans porta tion, suppli es, t entag e, equ ipmen t, and unif orms as he may d eem n eces- sary, inclu ding cleani ng an d laun derin g of unifo rms an d clo thing at camps ; and to forage, at the expense of the United States, public animal s so issue d, and to pay commutation in lieu of uniforms at a rate to be fixed annually by the Secretary of War ; for transport- ing said animals and other authorized supplies and equipment from place of issue to the several institutions and training camps and return of same to place of issue when neces sary ; for purchase of train ing manu als, inc ludi ng G over nmen t pu bli cati ons and blan k forms ; for the establishment and maintena nce of camps for the further practical instruction of the members of the Reserve Officers' Training Corps, and for transporting members of such corps to and from s uch c amps, and to subsist them while trave ling t o and from su ch camps and while remaining therein so far as appropriations will per mit, or, in lieu of tran sporting them to and from such ca mps and subsisting them while en route, to pay them travel allowance at the rate of 5 cents per mile for the distance by the shortest usually traveled route from the places from which they are authorized to proceed to the camp and for the return travel thereto, and to pay the return travel pay in advance of the actual performance of the travel ; for expenses incident to the use, including upkeep and depre- ciatio n cos ts, o f supp lies, equip ment, and mater iel fu rnish ed in accordance wi th law fr om stocks under the control of the War Department ; for pay for students attending advanced camps at the
