WHEREAS satisfactory proof was received by me from the Gov- ernment of the Union of Soviet Socialist Republics on November 21, 1933, that no discriminating duties of tonnage or imposts are levied or imposed in the waters of the Union of SOviet SOCIalist Republics upon vessels wholly belonging to citizens of the United States or upon the produce, manUfactures, or merchandise imported in such vessels, from the United States or from BOY foreign couni1rY: NOW, THEREFORE, I, Franklin D.
