Subject to the exceptions prov ided in section 12 of this Ac t, a contract for the sale of coal at a price below the minimum or above the maximum therefor approved or established by the Commission at t he tim e of t he mak ing of the co ntract shall const itute a viola tion of t he code, and su ch contract sha ll be invalid and unenforceab le .
