ARTICLE X Whenever particular bonds issued for any bridge or bridges, and the inter est thereo n, shall h ave been p aid, or a sufficient amount sh all have been provided for their payment and shall continue to be held for that purpose, the commission shall cease to charge tolls for the use of such bridge and thereafter such bridge shall be a free bridge, and s hall there after be m ainta ined equal ly at the cost of th e Com - monwealth of Pennsylvania and the State of New Jersey by appro- priations made for such purposes, as now provided by law for the maintenance of bridges over the Delaware River acquired by the Commonwealth of Pennsylvania and the State of New Jersey . (a) That the consent of Congress is hereby granted to the county of Saline, Missouri, to constr uct, maintain, and operate a bridge and approaches thereto across the Missouri River, at a point suitable to the interests of navigation, at or near Miami, Missouri, in accordance with the provisions of an Act entitled "An Act to regulate the construction of bridges over navigable waters ", appr oved March 23, 1906, and subje ct to the condi tions and limit a- tions contained in this Act . (b) If tolls are charged for the use of such bridge, the rates of toll shall be so adjusted as to provide a fund sufficient to pay the reason- able cost of maintaining, repairing, and operating the bridge and its approaches under economical management, and to provide a sinking fund sufficient to amortize the cost of the bridge and its approaches, including reasonable interest and financing cost, as soon as possible under reasonable charges, but within a period of not to exceed twenty years from the completion thereof . After a sinking fund sufficient for such amortization shall have been so provided, such bridge shall thereafter be maintained and operated free of tolls, or the rates of tolls shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessary for th e proper maintenance, repair, and opera- tio n of the b ridge and its a pproa ches under econ omica l man ageme nt . An accurate record of the costs of the bridge and its approaches, the expenditures for maintaining, repairing, and operating the same, and of the daily tolls collected, shall be kept and shall be available for the information of all persons interested .
