That i n the ev ent that the Lou isville Bridge C ommissio n shall issue bridge revenue refunding bonds for the purpose of refund- ing or renewing the outstanding city of Louisville Bridge Revenue 4I/9 per centum bonds, dated May 1, 1928, which were issued to pro vide fun ds for t he const ruction of the b ridge au thorized by the Act of Congress approved February 25, 1928, entitled "An Act au- thorizing the city of Louisville, Kentucky, to construct, maintain, and operate a toll bridge across the Ohio River at or near said city ", the rates of toll to be charged for the use of said bridge shall be so adj usted as to prov ide a fu nd suffi cient to pay for the rea sonable cost of maintaining, repairing, and operating the bridge and its ap- pro aches un der econ omical m anagemen t, and t o provid e a fund suffi- cient to pay the principal and interest and the redemption premium, if any, of such bridge revenue refunding bonds, as soon as possible und er reaso nable ch arges, b ut withi n a peri od not e xceeding twenty years from the date of approval of this Act, and such tolls shall be continued until such payment shall have been made . After a fund sufficient for such payment shall have been so provided, such bridge shall thereafter b e maintained a nd operated f ree of tolls, or the rates of toll shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessary for the proper maintenance, repair, and operation of the bridge and its approaches under economical management. SAInT CI-AIR RIVER AT PORT HUROn, MICHIGAN SEC . 17 . (a) That in order to facilitate international commerce, improve the postal service, and provide for military and other pur- poses, the State of Michi gan, b y and throu gh its State Bridg e Commission, or the successors of said commission, be, and is hereby, authorized to construct, maintain, and operate a bridge and approaches thereto across the Saint Clair River, so far as the United States has jurisdiction over the waters of such river, at a point suitable to the interests of navigation, at or near Port Huron, Michigan, in accordance with the provisions of the Act entitled "An Act to regulate the construction of bridges over navigable waters ", approved March 23, 1906, and subject to the conditions and limita- tions contained in this Act, and subject to the approval of the proper authorities in the Dominion of Canada . (b) There is hereby conferred upon the State of Michigan and its Sta te Bridg e Commis sion, or the suc cessors of said commissi on, all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property in the State of Michigan needed for the location, construction, operation, and m aintenan ce of su ch bridg e and it s approa ches, as are pos sessed b y railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State of Michigan, upon making just compensation therefor to be ascertained and paid according to the laws of such State and the proceedings therefor shall be the same as in the condemnation or expropriation of property for public purposes in such State . (c) The State o f Michig an, by a nd throu gh its S tate Bri dge Com- mission, or the successors of said commission, is hereby authorized t o fix an d charge tolls f or trans it over such bri dge in a ccordanc e w ith any laws of the Stat e of Mic higan ap plicable thereto , and th e rates of toll so fixed shall be the legal rates until changed by the S ecretary of War under th e author ity cont ained in the Act of Marc h 23, 1906. 106 7 Ohio River at Louis- ville, Ky.
