AN ACT January 27 , 1936 . To provide for the immediate payment of World War adjusted service certifi- [x .R . 9870.] cates, for the cancelation of unpaid interest accrued on loans secured by such [Public, No. 425.] certificates, and for other purposes . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That notwithstand- bond' ° eo m~Act ing th e provis ions of the Wor ld War Adjusted Compen sation Act, as 1936 . amended (U . S . C ., 1934 edition, title 38, ch . 11), the adjusted- U.S.C.,p.1680. service certificates issued under the authority of such Act are hereby immediate payment declared to be immediately payable . Payments on account of such of certificates . certificates shall be made in the manner hereinafter provided upon application therefor to the Administrator of Veterans' Affairs, under such r ules and regula tions as he may prescri be, and upon s urrender of the certificates and all rights thereunder (with or without the con - sent of the b enef iciar ies there of) . The payment in each case shall Amount. be in an amount equa l to the face value of th e certificate, except tha t if, at the time of application for payment under this Act, the prin- cipal and unpaid interest accrued prior to October 1, 1931, with respect to any loan upon any such certificate has not been paid in full by the veteran (whether or not the loan has matured), then the Administrator shall (1) pay or discha rge such unpaid princi pal and interest as is necessary to make the certificate available for payment under this Act, (2) deduct such unpaid principal and so much of such unpaid interest as accrued prior to October 1, 1931, from the amount of the face value of the certificate, and (3) certify to the Secretary of th e Treasu ry as p ayable a n amoun t equal to the differen ce betw een the face value of the certificate and the amount so deducted .
