To pay the traveling expenses of Diplomatic, Consular, and For- eign Service office rs, and other e mployees of th e Foreign Servi ce, incl uding Foreign S ervice inspecto rs and under s uch regulations as the Secretary of State may prescribe, of their families and expenses of t ransportation o f effects, in g oing to and re turning from th eir posts, including not to exceed $35,000 for expenses incurred in con- ne ction with le aves o f abse nce, a nd of the pre parati on and trans porta- tion of the remains of those officers and said employees of the Foreign Service, who have died or may die abroad or in transit while in the di scharg e of th eir of ficial dutie s, to their f ormer homes in thi s coun- try or to a place not more distant for interment and for the ordinary expenses of such interment, and also for payment under the pro- visions of section 1749 of the Revised Statutes (U . S . C ., title 22, sec . 130) of allowances to the widows or heirs at law of Diplomatic, Consular, and Foreign Service officers of the United States dying in foreign countries in the discharge of their duties, $427,000 : Provided, That this appropriation shall be available also for the, authorized subsistence expenses of Consular and Foreign Service officers while on temporary detail under commission : Provided further, That the President, in his discretion, may assign officers of the Army and the Navy for duty in the courier service of the Department of State and for the inspection of buildings owned or occupied by the United States in foreign countries under the jurisdiction of that Depart- ment, and when so assigned they may receive the same traveling ex penses as are autho rized for of ficers of the Forei gn Ser vice, payable from the applicable appropriations of the Department of State . ALLOWANCES FOR RENT, HEAT, FUEL, AND LIGHT, FOREIGN SERVICE For rent, heat, fuel, and light for the Foreign Service for offices and grounds, and, as authorized by the Act approved June 26, 1930 (U. S . C ., Supp . SALARIES OF FOREIGN SERVICE OFFICERS For salaries of Foreign Service officers as provided in the Act ap- proved February 23, 1931 (U . S. C., Supp. VII, title 22, sees. 3, 3a) ; salaries of Ambassadors, Ministers, consuls, vice consuls, and other officers of the United States for the period actually and necessarily occupied in receiving instructions and in making transits to and from their posts, and while awaiting recognition and authority to act in pursuance with the provisions of section 1740 of the Revised Statutes (U . S . C., title 22, sec . 121) ; and salaries of Foreign Service officers or v ice co nsuls while acting as Cha rges d 'Affai res ad interi m or w hile in charge of a consulate general or consulate during the absence of the principal officer ; $3,293,395 .
