Provided, That in the discretion of the Secretary of Agriculture, any funds made available to the Soil Conservation Service from the Emergency Relief Appropriation Act of 1935 may be expended for th e empl oymen t of s kille d and unski lled l abor and fo remen witho ut regard to the civil-service laws and the Classification Act of 1923, as amended : Provided, That no building shall be erected hereunder at a cost in excess of $2,500 except the following : Ten at not to exceed $8,000 each, twenty-four at not to exceed $5,000 each, eleven at not to exceed $3,750 each, and one at not to exceed $30,000 . Payment to cotton ginners : The appropriations for carrying into effect the Act entitled "An Act to place the cotton industry on a sound commercial basis, to prevent unfair competition and practices in putting cotton into the channels of interstate and foreign com- merce, to provide funds for paying additional benefits under the A gricultural Adjustment A ct and for other purpos es", approve d April 21, 1934 (48 Stat ., pp . 598-607), as amended, are hereby made av ailabl e to enable the Secret ary o f Agri cultu re to carry out t he provisions of section 40 of the Act entitled "An Act to amend the Agricultural Adjustment Act, and for other purposes", approved August 24, 1935, and shall remain a vailable for such purpose until expended, whether or not said Act of April 21, 1934, as amended, c ontinues i n force an d effect . Payments for Agricultural Adjustment : To enable the Secretary o f Agr icultu re to meet all o bligat ions and co mmitm ents ( inclu ding salaries and administrative expenses) heretofore incurred under the provisions of the Agricultural Adjustment Act, as amended, or regu- lations heretofore issued thereunder, except refunds pursuant to section 21 (d) of that Act, an additional amount of $296,185,000, together with a sum not exceeding $700,000, equal in amount to the unexpended balances of the fund s heretofore established by the President under authority of section 15 (f) of the Agriculural Adjustment Act, as amended, and directed by the Secretary of Agriculture, with the approval of the President, to be spent for the benefit of agriculture in Puert o Rico and Hawaii, said sums to remain available until expended . The expenditures authorized under this appropriation shall include rental and benefit payments, expenditures for rent and personal services in the District of C olumb ia and else where, sten ograph ic re portin g ser vices, supp lies a nd eq uipmen t, pa st pur chase s and excha nge of law books, book s of reference, directories, periodicals, newspapers, traveling expenses,
