(b) None of the judgments contained in this section which have not been affirmed by the Supreme Court or otherwise become final and conclusive against the United States shall be paid until the expiration of the time within which application may be made for a writ of certiorari under subdivision (b) of section 3, of the Act Vol.43,p.939.
