For thre e Commi ssioners and ot her pers onal se rvices in the D is- trict of Columbia, including personal services required for examina- tion of Presidential postmasters, and including not to exceed $2,500 for employment of expert examiners not in the Federal service on sp ecial sub jects for whic h ex amine rs w ithin the serv ice are n ot a vail- able, and for personal services in the field ; for medical examinations ; for necessary traveling expenses, including those of examiners act- ing under the direction of the Commission, and for expenses of exa mination s and i nvestiga tions h eld else where t han at Washingt on, including not to exceed $1,000 for expenses of attendance at meetings of public officials when specifically directed by the Commission ; for furniture and other equipment and repairs thereto ; rental of equip- ment ; supplies ; advertising ; telegraph, telephone, and laundry serv- ice ; freight and express charges ; street-car fares not to exceed $300 ; stationery ; purchase and exchange of law books, books of reference, directories, subscriptions to newspapers and periodicals, not to exceed $1,000 ; charts ; purchase, exchange, maintenance, and repair of motor trucks, motorcycles, and bicycles ; garage rent ; postage stamps to prepay postage on matter addressed to Postal Union countries ; spe- cial-delivery stamps ; and other like miscellaneous necessary expenses not hereinbefore provided for, $2,244,000, together with $6,000 of the unexpended balance for this purpose for the fiscal year 1935

vide d, That notwit hstandin g any p rovision s of la w to the contra ry, the Civ il Servi ce Comm ission i s autho rized t o expend not to exceed $2,100 of this amount for actuarial services pertaining to the civil service and Canal Zo ne retirement and dis ability funds, to be obtained by contract, without obtaining competition, at such rates of compensation as the Commission may determine to be reasonable Provided further, That no details from any executive department or independent establishment in the District of Columbia or else- where to the Commission's central office in Washington or to any of its district offices shall be made during the fiscal year ending June 30 , 1937, but thi s shall not aff ect the making of deta ils for service as members of the boards of examiners outside the immediate offices of the district managers : Provided further, That the Civil Service Commission shall have power in case of emergency to trans- fer or detail any of it s employees to or from it s office or field force . For all printing and binding for the Civil Service Commission, including all of its bureaus, offices, institutions, and services located in Washington and elsewhere, $85,000 .
