ARMS, UNIFORMS, EQUIPMENT, AND SO FORTH, FOR FIELD SERVICE, NATIONAL GUARD To procure by purchase or manufacture and issue from time to time to the National Guard, upon requisition of the governors of the several States and Territori es or the commandin g general , National Guard of the District of Columbia, such military equipment and stores of all kinds and reserve supply thereof as are necessary to a rm, uniform, and equip for field s ervice the Nation al Guard of the several States, Territories, and the District of Columbia, includ- ing motor trucks, field ambulances, and station wagons and to repair such of the aforementioned articles of equipage and military stores as are or may become damaged when, under regulations prescribed by the Secretary of War, such repair may be determined tobean ec onom ical mea sure and as n eces sary for thei r pro per pres erva tion and use, $10,034,915, of which $500,000 shall be available exclusively for defraying the cost of increasing the strength of the National Guard from appr oximately one hundr ed and ni nety-five thousand to not exceeding an average of two hundred thousand officers and men, and all of the sums appropriated in this Act on account of the National Guard shall be accounted for as one, fund and of the total of such sums $1,500,000 shall be available immediately : Provided, That specifications f or motor vehicles , which shall be so drawn as to a dmit of competiti on, shall to the extent otherwise practicable con form with the requi rements of the Nati onal Guard : P ro vi ded further, That the value of issues made to any State, Territory, or the District of Columbia to replace property surveyed in accordance with sec tion 87, National Defense Act of J une 3, 1916, as a mended, shall not be charged to the apportionments required by section 67 of t hat Act, but no s uch replacement i ssue shall be mad e in excess of r eceipts theretofo re collected and covered into the Treasury as miscellaneous receipts pursuant to said section 87, as amended, and section 4 (a) and (b) (22) of the Permanent Appropriation Repeal Act of June 26, 1934 : Provided fu rther, Th at the Secretary of War is hereby authorized to issue surplus or reserve stores and material on hand and purchased for the United States Army such articles of clothing and equipment and Field Artillery, Engineer, and Signal material and ammunition as may be needed by the National Guard orga nized under the p rovision of the A ct entitled "An A ct for mak- ing further and more effectual provision for the national defense, and for other purposes", approved June 3, 1916 (U . S . C ., title 32, sec . 21) , as amended . This issue shall be made without charge against Na tion al G uard appr opri atio ns e xcept for act ual e xpen ses inci dent to such issue. No appropriation contained in this Act shall be available for any expense for or on account of a larger number of mounted units and wagon companies of the National Guard than were in existence on June 30, 1932 : Provided, That officers, warrant officers, and enlisted men of the National Guard and Organized Reserves, who, unde r regulations prescribed by the Secretary of War, volunteer to par- ticipate without pay as competitors or range officers in the national matches to be held during the fiscal year 1937, may attend su ch matches without pay, notwithstanding any provision of law to the Field service .
