ing expenses, including expenses of attendance at meetings con- cerned with the work of the United States Employment Service when specifically authorized by the Secretary of Labor ; law books, books of reference, newspapers and periodicals, printing and binding, supplies and equipment, telegraph and telephone service, and mis- cellaneous expenses, $2,785,000, of which amount not to exceed $885,000 shall be available for the Veterans' Placement Service, the Farm Placement Service, District of Columbia Public Employment Center, and all other purposes, including not to exceed $197,500 for personal services in the Department in the District of Columbia, and the rem ainder s hall be availabl e for pa yment to the sev eral Sta tes in accordance with the provisions of the said Act of June 6, 1933, as amended : Provided, That apportionments for the fiscal year 1937 shall be on the basis of a total apportionment to all States of $3,000, 000, and in orde r to sup ply the Governme nt's app ortionme nts to States under such Act during the fiscal years 1936 and 1937, which a re not c apable o f being supplied under t he foreg oing app ro- priatio n, there is here by appro priated so much as may b e necess ary to supply such apportionments, but not more than $1,675,000 .
