Vessels", there shall be available such sums as the Secretary of the Navy may from time to time determine to be necessary for the engage ment of technic al servi ces, an d the em ploymen t of pe rsonnel in the Navy Department and in the field, the purchase of plans, drafting and othe r supplies, and the ex penses of printing an d travel, in addition to those otherwise provided for, owing to the construction of vessels which have been, or may hereafter be authorized . Armor, armament, and ammunition : Toward the armor, arma- ment , and am munitio n for ve ssels h ereinbef ore des cribed u nder th e head of "Construction and machinery", $53,200,000, and in addition the unexpend ed balances on June 30 , 1936 of the appropr iation "Increase of the Navy, Armor, Armament, and Ammunition" are hereby reappropriated and made available for the purposes of this paragraph and the total sum herein made available shall remain available until expended : Provided, That the sum to be paid out of the amount available for expenditure under this head for the fiscal year 1937 for employees in the field service assigned to group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed $1,250,000. The appropriations made in this Act for the purchase or manu- facture of equipment or material or of a particular class of equip- ment or material shall be available for the purchase of letters patent, applications for letters patent, licenses under letters patent, and applications for letters patent that pertain to such equipment or mat erial f or which the ap propriat ions ar e made . No p art of any appropriation made for the Navy shall be ex- pended for any of the purposes herein provided for on account of the Navy Department in the District of Columbia, including per- sonal services of civilians and of enlisted men of the Navy, except as herein expressly authorized : Provided, That there may be detailed to the Bureau of Navigation not to exceed at any one time seven, enlisted men of the Navy : Provided fwrther, That enlisted men detailed to the Naval Dispensary and the Radio Communication Service shall not be regarded as detailed to the Navy Department in the Dis trict of Columb ia . No part of the appropriations made in this Act shall be available for the salary or pay of any officer, manager, superintendent, fore- man, or other person or persons having charge of the work of any employee of the United States Government while making or caus- ing to be made with a stop watch or other time-measuring device a ti me study of any job of any suc h employ ee betw een the startin g and completion thereof, or of the movements of any such employee while engaged upon such work ; nor shall any part of the appro- priations made in this Act be available to pay any premiums or bonus or cash reward to any employee in addition to his regular wage s, excep t for s uggestio ns resu lting in improv ements o r econo my in the operation of any Government plant ; and no part of the moneys herein appropriated for the Naval Establishment or herein made availab le ther efor sha ll be u sed or e xpended under c ontract s hereafter made for the repair, purchase, or acquirement, by or from any private contrac tor, of any nav al vesse l, mach inery, a rticle or articles that at the time of the propos ed repair, purchase, or a cquire- ment can be repaired, manufactured, or produced in each or any of the Government navy yards or arsenals of the United States, when time and facilities permit, and when, in the judgment of the Secre- tary of the Navy, such repair, purchase, acquirement, or production 141 7 Armor, ammunition, etc., for vessels .
