Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the consent of Congress is hereby granted to the Department of Public Works, Commonwealth of Mass achusetts, to construct, maintain, and operate a free highway bridge and approaches thereto across the Connecticut River, at a point suitable to the interests of navigation, at or near the city of Northampton, Massachusetts, in accordance with the provisions of an Act entitled "An Act to regulate the construction of bridges over navigable waters", approved March 23, 1906 . Be it enacted by the Senate and House of Representatives of the Phil ippine Island s- United States o f America in Congress assembled, That the President De signa tion of Ac t- ing Hi gh Commis- is hereby authorized, in his discretion, to designate a member of the sioner to, in event of vacancy, etc . staff of the United States High Commissioner to the Philippine Islands or an officer of the Army or Navy of the United States, to act as the High Commissioner in the event of a vacancy in said office, or the temporary disability or absence of the High Commis- sioner, and the official so designated shall have all the powers and perform all the duties of the High Commissioner during such vacancy, disability, or absence .
