y pieces commemorating of Elgin, Illinois, and the erection of the heroic Pioneer Memorial, foundin g of, etc ., au- there shall be coined at a mint of the United States, to be designated t hor ized . by the Director of the Mint, not to exceed twenty-five thousand silver 50-cent pieces of standard size, weight, and composition and of a sp ecial appropriate single desig n containing a replica of the "Pioneers", to be fixed by the Director of the Mint, with the approval of the Secretary of the Treasury, but the United States shall not be subject to the expense of making the necessary dies and other prepa- rat ions for th is co inage . SEC. 2 . The coins herein authorized shall bear the date 1936, irre- spective of the year in which they are minted or issued, shall be legal tender i n any payment to the amount of their face value, and shall be issued only upon the request of the chairman of the coinage committee of the Elgin Centennial Monumental Committee, upon payment by him of the par value of such coins, but not less than twenty-five thousand such coins shall be issued to him at any one time and no su ch coins shall be issued after the expiration of one year after the date of enactment of this Act . Such coins may be disposed of at par or at a premium by such committee, and the net proceeds shall be used by it in defraying the expenses incidental and appropriate to the commemoration of such event . S EC . 3 . All laws now i n force relating to the subsidiary silver coins of the United States and the coining or striking of the same, regu- lating and gua rding the process of coinage, providing for the pur- chase of material, and for the transportation, distribution, and redemption of coins, for the prevention of debasement or counter- feiting, for the sec urity of the coins, or for any other purposes, whether such laws are penal or otherwise, shall, so far as applicable, apply to the coinage herein authorized . June 16, 1936 . Authorizing the appointment of an additional district judge for the eastern district [H . R. 11072.] of Pennsylvania .
[Public, lo.689.] Be it enacted by the Senate and House o f Representatives o f the United States of Ame rica in Congress assembled, That t he Pr esiden t of the United States is authorized and directed, by and with the advice and consent of the Senate, to appoint an additional district judge of the District Court of the United States for the Eastern District of Pennsylvania, who shall possess the same powers, perform the same duties, and receive the same compensation as the present district judges of the said district . Vacancy not to he SEC . 2. That when aa vacancy shall occur in the office of district filled . judge for the easter n district of Pennsylvania, by the retirement, disqualification, resignation, or death of a district judge at present in commission, such vacancy shall not be filled, and thereafter there shall be but three district judges in the said district .
