I), to be appropriated to the old-age reserve account established under section 201 (a) of the Act, fiscal year 1937, $265,000,000 : Provided, That such amount shall b e availab le until expended for mak ing payme nts required under the Act, and the amounts not required for current payments shall be invested from time to time in such amounts and in such manner as the Secretary of the Treasury may deem most expedient in accordance with the provisions of such Act . Subscript ions to p aid-in s urplus of Federal land ban ks : The app ropri ation of $ 24,00 0,000 for subsc ripti ons t o paid-in surplus of Federal land banks as provided in the Treasury Department Appropriation Act, 1937, and the unexpended balance of the appro- priation of $20,000,000 made in th e Second Deficiency Appropriation Act, fiscal year 1935, and continued available until June 30, 19 37 , are hereby made one fund . Payments to Federal land banks on account of reductions in inter- est rate on mortgages : The appropriation of $24,000,000 for pay- ments to Federal land banks on account of reductions in interest rate on mortgages as provided in the Treasury Department Appro- priation Act, 1937, and the unexpended balance of the appropriation of $36,000,000 made in the Second Deficiency Appropriation Ac t, fiscal year 1935, and continued available until June 30, 1937, are hereby made one fund : Provided, That this fund shall also be available to the Secretary of the Treasury to pay each Federal land bank such amount as the Land Bank Commissioner certifies to the Secretary of the Treasury is equal to the amount by which int erest payments on mortgages held by such bank have been reduced during the fiscal year beginning July 1, 1936, in accordance with the provi- sions of paragraph "Twelfth" of section 12 of the Federal Farm Loan Act, as amend ed .
