General administrative expenses : For architectural, engineering, me chanica l, admin istrati ve, cler ical, a nd other person al servi ces, traveling expenses, including expenses of employees directed by the Secretary of the Treasury to attend meetings of technical and profes- sional societies and educational exhibits in connection with subjects related to the work of the Division of Procurement, Public Buildings Branch, and transportation of household goods, incident to change of headquarters of all employees engaged in field activities, not to exceed five thousand pounds at any one time, together with the necessary expenses incident to packing and draying same ; adver- ti sing, n ot excee ding $1 ,000 for expens es of ed ucation al exhib its, specifically approved by the Secretary of the Treasury, testing instruments, law books, books of reference, technical periodicals and journals, drafting materials, especially prepared paper, typewriting machines, adding machines, and other mechanical labor-saving devic es, and exchange of same, carpets, electric-light f ixtures, furni- ture, equipment, and repairs thereto, telegraph and telephone service, freight, expres sage, a nd posta ge inci dent to the tra nsportat ion of drawings to and from the office and such other contingencies, articles, services, or supplies as the Secretary of the Treasury may deem necessar y and s peciall y order or appr ove in c onnecti on with any of the work of the Procurement Division, Public Buildings Branch

rent in the District of Columbia and elsewhere, including ground rent of the Federal building at Salamanca, New York, for which payment may be made in advance ; $920,000, of which amount not to exceed $494,940 may be expended for personal services in the District of Columbia and not to exceed $289,060 for personal services in the field : Provided, That the foregoing appropriations shall not be available for the cost of surveys, plaster models, progress photo- graphs, test pits and borings, or mill and shop inspections, but the cost thereof shall be construed to be chargeable against the con- struction appropriations of the respective projects to which they relate : Provided further, That no expenditures shall be made here- under for transportation of operating supplies for public buildings And provided further, That in no case shall the rates of compensa- tion for the mechanical labor force in the field under this appropria- tion be in excess of the rates current at the time and in the place where such services are employed . alterations, improvement, and preservation of completed Federal buildings (inclu ding Marcus Hook), the grounds and approach es thereof, wharves, and piers, together with the necessary dredging adjacent thereto, and care and safeguarding, not otherwise provided for, of sites acquired for Federal buildings, including tools and materials for the use of the custodial and mechanical force, wire partitions and insect screens, installation and repair of mechanical equipment, gas, an d electric-light fixtures, conduits, wiring, platfo rm scales, and tower clocks ; vaults and lock-box equipment in all build- ings under construction or completed, and for necessary safe equipments in buildings under the administration of the Treasury Depa rtment, includi ng repa irs ther eto, an d change s in, m aintenan ce of, and rep airs to the pneumatic -tube system in New Yo rk City installed under franchise of the city of New York, approved June 29, 1909, an d June 11, 1928, and the payment of any obligations arising thereunder in accordance with the provisions of the Acts approved August 5, 1909 (36 Stat ., 120), and May 15, 1928 (45 Stat., 533), $1,625,000 : Provided, That the appropriation herein made shall not be a vailabl e for th e payme nt of pe rsonal services , excep t for wo rk done under contract , or fo r tempor ary job labor u nder ex igency i n
