(a) Sections 2 (b), 2 (c), and 2 (d) of the Federal Alcohol Federal Alcohol Ad- ministration Act . Administration Act are hereby repealed . (c) No suit, action, or other proceeding lawfully commenced by no' t abated, suits, etc., or against any agency or officer of the United States shall abate by reason of the transfer of rights, privileges, powers, and duties, or the abolition of the office of Administrator, under the provisions of this title . SEC . 504 . The unexpended balances of appropriations available for App ropr iati ons av aila ble . salar ies a nd ex pense s of the F edera l Alc ohol Admin istra tion, asa division of the Treasury Department, shall be available for salaries and expenses of the Federal Alcohol Administration, as an independent establishment of the Government, including the salaries and expenses of the members of the Federal Alcohol Administration . SEC . 505 . The third paragraph of section 5 (e) of the Federal Ante, pp . 982, 1152 .
