SEC. 2. Upon the request of any State or political subdivision . thereof, or any other local public taxing unit, in which any such project, described in section 1, has been or will be constructed, the Resettlement Administration is authorized to enter into an agree- ment, and to consent to the renewal or alteration thereof, with such State or political subdivision thereof, or other local taxing unit, for the payment by the United States of sums in lieu of taxes . Such sums shall be fixed in such agreement and shall be based upon the cost of the public or municipal services to be supplied for the benefit of such project or the persons residing on or occupying such premises, but taking into consideration the benefits to be derived by such State Proceeds from opera- or subdivision or other taxing unit from such project . tion of pro jects a vail- SEC. 3. The receipts derived from the operation of such projects, otherorpayments and described in section 1, in addition to the moneys appropriated or allocated for such projects, shall be available for such payments in lieu of taxes and for any other expenditures for operation and main- tenance (including insurance) of such projects . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in any con- tract made and entered into by any executive department, independ- ent establishment, or other agency or instrumentality of the United States, or by the District of Columbia, or by any corporation all the stock of which is beneficially owned by the United States (all the foregoing being hereinafter designated as agencies of the United States), for the man ufacture or furnishing of materials, supplies, articles, and equipment in any amount exceeding $10,000, there shall be included th e following representations and stipulations (a) That the contractor is the manufacturer of or a regular dealer in the materials, supplies, articles, or equipment to be manufactured or used in the performance of the contract ; (b) That all persons employed by the contractor in the manufac- ture or furnishing of the materials, supplies, articles, or equipment used in the performance of the contract will be paid, without subse- quent deduction or rebate on any account, not less than the minimum wages as determined by the Secretary of Labor to be the prevailing minimum wages for persons employed on similar work or in the Go ver nm ent c on- tracts .
