If a fin al ju dg me nt rendered after the filing of the bond as aforesaid against the prin- cipal named in the surety or real-estate bond for damages sustained to person or property while said bond remains in force or effect shall not be satisfied within thirty days after its rendition, the judg- ment creditor may, for his own use and benefit and at his sole expense, bring an action in the name of the District of Columbia against the comp any or persons execu ting such bond .
