MAY 14, 1935. plies and materials, maintenance of motor trucks, telegrams, tele- ph one servic e, traveli ng expense s, office equipment, inspectio n, fuel, light, electric current, and other expenses for carrying into effect r egulat ions govern ing t he pr ocurem ent, wareho using , and distr ibu- tion by the Procurement Division of the Treasury Department of property, equipment, stores, and supplies in the District of Colum- bia (including not to exceed $500 to settle claims for damages c aused to pr ivate prope rty b y moto r veh icles used by the Proc ure- ment Division), $460,000 : Provided, That the Secretary of the Treasury is authorized and directed during' the fiscal year 1936 to transfer to this appropriation from any appropriations or funds available to the several departments and establishments of the Government such amounts as may be approved by the Director of the Bureau of the Budget, not to exceed the amount of the annual compensation of employees heretofore or hereafter transferred or detailed to the Procurement Division, Branch of Supply, respec- tively, from any such department or establishment, where the trans- fer or detail of such employees was or will be incident to a transfer of a function or functions to that Division : Provided further, That during the fiscal year 1936 and thereafter the general s upply fund established by the Act approved February 27, 1929 (U . S . C ., Supp . VII, title 41, sec . 7c) and increased by the Treasury Department Appropriation Act, 1936, shall be charged with expenditures for the purchase and transportation of fuel, storing and handling of fuel, maint enanc e and opera tion o f yar ds an d equi pment , incl uding two motor-propelled passenger-carrying vehicles for inspectors, purchase of equipment, rentals, and all other expenses requisite for and incident to the operation of the Government fuel yards, includ- ing personal services in the District of Columbia, and for the payment of ou tstand ing o bligat ions for su ch pu rpose s prev iousl y incu rred Provided further, That payments during the fiscal year 1936 to the gener al sup ply f und fo r mat erials , sup plies (incl uding fuel) , and services, and overhead expenses, for all issues shall be made on the books of the Treasury Department by transfer and counter- warrants p repared by t he Procureme nt Division of the Trea sury Department and counter signed by th e Comptroll er General, such warrants to be based solely on itemized invoices prepared by the Procurement Division at issue prices to be fixed by the Director of Procurement : Provided further, That advances received pursuant to law (U. S. C., Supp. VII, title 31, sec . 686) from departments and establishments of the United States Government and the Gov- ernment of the District of Columbia during the fiscal year 1936 shall be credited to the general supply fund : Provided further, That the term " fuel " shall be held to include " fuel oil " : And provided further, That the requirements of sections 3711 and 3713 of the Revised Statutes (U. S . C ., title 40, sec . 109) relative to the weighing of coal and wood and the separate certificate as to the weight, measurement, or quantity of coal and wood purchased shall not apply to purchases by the Procurement Division at free-on-board destination outside of the District of Columbia : Provided further, That the re condi tionin g and repai r of surpl us pro perty and e quip- ment, for disposition or reissue to government service may be made at cost by the Procurement Division, payment therefor to be effected by ch arging the proper appr opriat ion a nd cr editin g the appro pria- ti on " Salaries and expenses, Supply Branch, Procurement Division .
