FOREST ROADS AND TRAILS For carrying out the provisions of section 23 of the Federal Highway Act approved November 9, 1921 (U. S. C., title 23, sec. 23), including not to exceed $82,320 for departmental personal services in the District of Columbia, $7,082,600, which sum is com- posed of $582,600, the balance of the amount authorized to be appro- priate d for the fiscal yea r 1933 by the Act ap proved May 5, 1930, and $6,500,000, part of the sum of $10,000,000 authorized to be appropriated for the fiscal year 1936 by the Act approved June 18, 1934 : Provided, Th at the Sec retary of Agricultur e shall, u pon the approval of this Act, apportion and prorate among the several States, Alaska, and Puerto Rico, as provided in section 23 of said Feder al High way Act, the su m of $10 ,000,00 0 autho rized to be approp riated for the fisca l year end ing June 3 0, 1936, b y the Act approved June 18, 1934 : Provided further, That the Secretary of Agriculture shall incur obligations, approve projects, or enter into contracts under his apportionment and prorating of this authoriza- tion, and his action in so doing shall be deemed a cont ractual obliga- tion o n the part of the Fe deral Gove rnment for the payme nt of the cost thereof : Provided further, That tota l expendit ures on ac count of any State or Territory shall at no time exceed its authorized apportionment : Provided further, That this appropriation shall be available for the rental, purchase, or construction of buildings necess ary for th e storage of equipme nt and sup plies used for road and tr ail constr uction and maintenan ce, but th e total co st of any such building purchased or constructed under this authorization shall not exceed $2,500 : Pro vide d f urth er, Tha t during t he fiscal year e nding June 30, 1936, the expen ditures on forest hi ghways in Alask a. from the amo unt her ein app ropriate d shall not exc eed $250,000 : Provided further, That there shall be available from this appropriation not to exceed $15,000 for the acquisition by purchase, condemnation, gift, grant, dedication, or otherwise of land and not to exceed $200,000 for the acquisition by purchase or construction of a building or buildings for the storage and repair of Government equipment for use in the construction and maintenance of roads . SEC.2. The processing tax authorized by Public Act numbered 10, Seventy-third Congress (48 Stat . 31), when levied upon cotton, shall be payable ninety days after the filing of the processor's report : Provided, That, under regulations to be prescribed by the Secretary of the Treasury, the time for paymen t of such tax upon c otton may be extended, but in no case to exceed six months from the date of the filing of the report . Th is title may be cited as the " Department of Agriculture Appropriation Act, 1936 ."
