On and after the date of enactment of this Act no per- son shall be eligible for appointment or election as an administra- tive or executive official or as a member of the board of directors of a Federal land bank, or shall continue to hold office as such mem- ber or as an ex-officio director of a Federal intermediate credit bank or of any corporation or ba nk organized pur su ant to the Fa rm Credit Act of 1933, if such person has been finally adjudged guilty of a felony, or finally adjudged liable in damages in any civil pro- ceeding for fraud in any State or Federal court . SEC. 24. (a) I1 any provision of this Act, or the application thereof to any person or circumstances, is held invalid, the remain- der of the Act, and the application of such provision to other per- sons or circumstances, shall not be affected thereby . [CHAPTER 165.1 J OINT RE SOLU TIO N To abolish the Puerto Rican Hurricane Relief Commission and transfer its functions to the Secretary of the Interior . Resolved by the Senate and House of Representatives of the United States o f A merica in Co ngress assem bled, That the P uerto Rica n Hurric ane Re lief C ommiss ion, c reated by jo int re soluti on ent itled " Joint resolution for the relief of Porto Rico ", approved December 21, 1928, is hereby abolished and all of the functions of the said Commis sion, togeth er wit h its employ ees, r ecords , supp lies e quip- ment, and property of every kind, and unexpended balances of appro- priations are hereby transferred to the Division of Territories and Island Possessions, Department of the Interior, to be administered under the su pervis ion of the S ecreta ry of the In terior : Provided, That personnel now temporarily assigned to the Puerto Rican Hurri- ca ne Relief Commission from the War Department and fr om the Department of Agriculture shall, without in any way affecting their permanent status in such Departments, continue to serve in their present capacity, but under supervision of the Secretary of the Inte- rior until June 30, 1935, unless sooner relieved by the Secretary of the interior, and that the length of such service shall not be con- tinued beyond June 30, 1935, except by special agreement between the Secretary of the Interior and the heads of the other Departments con cer ned .
