For printing and binding, $43,000, and the last proviso of this paragraph shall not apply to work which can be performed in the central duplicating section of the District of Columbia or the print- ing plant at the reformatory at Lorton, Virginia : Provided, Th at no par t of the appro pria tions con taine d in this Act shal l be avai labl e for expenditure for printing and binding unless the need for such expenditure shall have been specifically approved by the Commis- sioners of the District of Columbia, or by the purchasing officer and the auditor for the District of Columbia acting for such Commis- sioners : Provided further, That no part of this appropriation shall be available for expenditure unless such printing and binding is done at the Government Printing Office .
