SEC . 2 . That the services of draftsmen, assistant engineers, levelers, etc ., under Commis- sioners . transitmen, rodmen, chainmen, computers, copyists, overseers, and inspectors temporarily required in connection with sewer, water, street, street-cleaning, or road work, or construction and repair of buildings and bridges, or any general or special engineering or con- struction work authorized by appropriations may be employed exclu- sivel y to c arry in to eff ect sai d appr opriati ons wh en spe cifical ly and in writing ordered by the Commissioners, and all such necessary expenditures for the proper execution of said work shall be paid from and equitably charged against the sums appropriated for said work ; and the Commissioners in their Budget estimates shall report the number of such employees performing such services, and their work, and the sums paid to each, and out of what appropriation Exp en se limitation . The Commissioners, or their duly designated representatives, are further authorized to employ temporarily such laborers, skilled laborers, drivers, hostlers, and mechanics as may be required exclu- sively in connection with sewer, water, street, and road work, and street cleaning, or the construction and repair of buildings, and bridges, furniture and equipments, and any general or special engi- neering or construction or repair work, and to incur all necessary eng ineeri ng and other expense s, exc lusive of per sonal s ervice s, inc i- dental to carrying on such work and necessary for the proper execu- tio n ther eof, sa id lab orers, skille d labor ers, d rivers, hostl ers, a nd mechanics to be employed to perform such work as may not be required by law to be done under contract, and to pay for such services and expenses from the appropriations under which such services are rendered and expenses incurred . SEC . 3. That all horses, harness, horse-drawn vehicles necessary for use in co nnectio n with constr uction and su pervis ion of sewer, stree t, str eet li ghting, road work, a nd str eet-cle aning work, i ncludi ng mai n- tenance of said horses and harness, and maintenance and repair of sai d vehi cles, a nd pur chase o f all necessa ry art icles a nd sup plies in connection therewith, or on construction and repair of buildings and bridges, or any general or special engineering or construction work authorized by appropriations, may be purchased, hired, and specific authority re- maintained, and motor trucks may be hired exclusively to carry into quired. effect said appropriations, when specifically and in writing ordered by the Commissioners ; and all such expenditures necessary for the proper execution of said work, exclusive of personal services, shall be paid from and equitably charged against the sums appropriated for said work ; and the Commissioners in the Budget estimates shall report the number of horses, vehicles, and harness purchased, and horses a nd vehicles hired, an d the sums paid for same, and out of what appropriation ; and all horses owned or maintained by the District shall, so far as may be practicable, be provided for in stables Proviso .
