ing experiments and development work on all types of aircraft, including the payment of part-time or intermittent employment in the District of Columbia or elsewhere of such scientists and tech- nicists as may be contracted f or by the Secre tary of the Na vy, in his discretion, at a rate of pay not exceeding $20 per diem for any person so emplo yed, $2,498,000 ; fo r new construct ion and procure - ment of aircraft and equipment, spare parts and accessories, $26,715,660, of which amount not to exceed $8,500,000 shall be avail- able for the payment of obligations incurred under the contract authorizations carried in the Navy Appropriation Acts for the fiscal years 1934 and 1935 and $17,475,000 shall remain available until June 30, 1937 ; in all, $40,732,310 ; and the money herein specifically appropriated for "Aviation " shall be dis bursed and acc ounted for in accordance with existing law and shall constitute one fund

vide d, That the sum to be paid out of this appropriation for employees assigned to group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed $1,505,000 : Provided, further, That in addition to the amount herein appropriated, the Secretary of the Navy may, pr ior to July 1, 1937, enter in to contracts fo r the pro- duction and purchase of new airplanes and their equipment, spare parts, and accessories, to an amount not in excess of $6,590,000 : Provided further, That the Secret ary of the Trea sury is authori zed and d irecte d, upon the r equest of th e Secre tary o f the Navy, to tra ns- fer not to exceed in the aggregate $24,000 from this appropriation to the appropriations " Pay, Subsistence, and Transportation, Navy ", and " Pay, Marine Corps " to cover authorized traveling expenses of officers and enlisted men in connection w ith flying new airplanes from contractor's works to assigned station or ship, including travel to contr actor's works a nd return of p ersonnel to sta tions of duty, and the amou nt so transfer red shall be in addition to an y limita- tions contained in the appropriations " Pay, Subsistence, and Trans- portation, Navy ", and "Pay, Marine Corps " : Provided further, That no part of this appropriation shall be expended for mainte- nance of more than six heavier-than-air stations on the coast of the continental United States : Provided further, That no part of this appropriation shall be used for the construction of a factory for the manufacture of airplanes : Provided further, That the Secretary of the Navy is hereby authorized to consider, ascertain, adjust, deter- mine, and pay out of this appropriation the amounts due on claims for damages which have occurred or may occur to private property growing out of the operations of naval aircraft where such claim does not exceed the sum of $500 .
