" Be it enacted by the Senate and House of Representatives of the United Sta tes of Am erica in C ongress a ssembled, Th at the Act approved February 20, 1931 (Public, Numbered 703, Seventy-first Congress), entit led "An Act to pr ovide for special assessments for the paving of roadways and the laying of curbs and gutters ", be amended by a dding thereto a n ew section as fol lows "SEC . 14. (a) The provisions of sections 5, 6, and 7 hereof shall not preclude the levying of assessments hereunder if the improve- ment for which such prior assessment was levied, or, if the original paving, curb ing, or curbing a nd guttering, lai d at the whole co st[ of the owner, were completed prior to January 1, 1885 . "(b) The provision of section 8 hereof, relating to legal assess- ment s he reto fore levi ed, shal l not be appl icab le wh ere said pri or assessments were levied for any improvement completed prior to January 1, 1885 ." SEC. 2 . The provisions herein contained shall not apply to assess- ments levied prior to the date of approval of this Act . Approved, June 28, 1935 . Distr ict o f Col umbia . R. 7765 .] To amend (1) An Act entitled "An Act providing a permanent form of govern- ment for the District of Columbia"; (2) an A c t entitled "An Act to establis h a Code of Law for the Dis tri ct of Columbia"; to regulate the giving of official bo nds by officers and emp loy ees of the Di str ict of Col umb ia, and for other purposes . [CHAPTER 332 .] Be it enacted by the Senate and House of Representatives of the United State s o f America in Congress assemble d, That section 2 of the Act approved June 11, 1878 (20 Stat . 103, ch . 180), entitled "An Act providing a permanent form of government for the District of Columbia " be, and the same hereby is, amended by repealing the provision " and shall, before entering upon the duties of the office, each give bond in the sum of $50,000, with surety as is required by existing law ", and said section is further amended by adding at the end ther eof the following " The said Commissioners are hereby authorized and empowered to determine wh ich officers and employees of the District of Colum bia shall hereafter be required to give, or renew, bond for the faithful discharge of their duties and to fix the penal ty of any such bo nd Provided, That this power of the Commissioners shall not apply to officers and employees who receive, disburse, account for, or other- wise are responsible for the handling of money, and whose bonds are now fixed by law. The provisions of the Act of Congress entitled 'An Act making appropriations to supply urgent deficiencies in appropriations for the fiscal year nineteen hundred and nine, and for other purposes', approved August 5, 1909 (36 Stat. 118, 125), relating to rates of prem iums for bonds fo r officers and em ployees of the United States shall be, and are hereby, made applicable to the rates of premiums for bonds of officers and employees of the govern- ment of the District of Colum bia . "
