547 "(7) To inquire into the organization of motor carriers and brokers organization of moto r carr iers an d bro- and into the management of their business, to keep its elf informed ke rs; investigation o f. as to the manner and method in which the same is conducted, and to transmit to Congress, from time to time, such recommendations as to additional legislation relating to such carriers or brokers as the Commission may de em necessary . "(b) The p rovisi ons of any code of fair compet ition for any Invalidity of incon . industry embracing motor carriers or for any subdivision thereof sistent provisions . approved pursuant to the National Industrial Recovery Act or any present or future Act amendatory thereof, or supplementary thereto, or in substitution therefor, which is in conflict or inconsistent with any action under the provisions of this part, shall have no force or effect after this section becomes effective . State board, organization, or body politic, or upon its own initiative witho ut com plaint , the Commis sion m ay inv estiga te whe ther a ny motor carrier or broker has failed to comply with any provision of this part, or with any requirement established pursuant thereto . If the Commission, after notice and hearing, finds upon any such af ter Order notice ndhearin gd andhering . investigation that the motor carrier or broker has failed to compl y with any s uch pr ovisio n or r equire ment, the Co mmissi on shall issue an appropriate order to compel the carrier or broker to comply therewith . Whenever the Commission is of opinion that Dism issa ls . any complaint does not state reasonable grounds for investigation and action on its part, it may dismiss such complaint . "(e ) After a decision, order, or requirement has been made by Application for re- consideration or rehear. the Commission in any proceeding under this part, any party thereto ing . may m ake ap plicat ion to the C ommiss ion fo r reco nsider ation or rehearing of the same, or of any matter determined therein, and it shall be lawful for the Commission in its discretion to grant such reconsideration or a rehearing if sufficient reason therefor be made to ap pear . No su ch application shall excuse any motor carrier or •r e•t to act as sta y of broke r from compl ying w ith or obeyi ng any decis ion, o rder, or requirement of the Commission, or operate in any manner to stay or postpone the enforcement thereof, without the special order of the Commission . If, after such reconsideration or rehearing, it Reversal •r ode r. cation of original order. shall appear that the original decision, order, or requirement is in any respect unjust or unwarranted, the Commission may reverse, change, or modify the same accordingly . Any decision, order, or' requirement made after such reconsideration or rehearing shall be subject to the same provisions as an original decision, order, or requirement . "(f ) The provisions of sections 14 and 16 (13) of part I, relating cool- 24, p .2'zs t. S. to reports, decisions, schedules, contracts, and other public records, shall apply in the administration of this part .
