VETERANS' ADMINISTRATION Hospital and domiciliary facilities : For hospital and domiciliary facilities, $21,250,000, to remain available until expended : Provided, That this amount is authorized to be used by the Administrator of Veterans' Affairs, with the approval of the President, for extend- ing any of the facilities under the jurisdiction of the Veterans' Administration or for any of the purposes set forth in sections 1 and 2 of the Act approved March 4, 1931 (46 Stat . 1550) : Provided fur the r, That not to exceed 3 per centum of this amount shall be available for the employment in the District of Columbia and in the field of necessary technical and clerical assistants at the cus- tomary rate s of compe nsat ion e xclus ively to a id in the prepa ratio n of the plan s and spec ific ation s for the proje cts a uthor ized herei n and for the supervision of the execution thereof, and for traveling expenses, rentals in the District of Columbia, field office equipment, and supplies in connection therewith .
