Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the times for commencing and completing the construction of a bridge across the Saint L awrence River a t or ne ar Alexa ndria B ay, New York, a uthor- ized to be built by the New York Development Association, Incor- porated, a corporation organized under and by virtue of the member- ship corporation law of the State of New York, its successors and assigns, by an Act of Congress approved March 4, 1929, and hereto- fore extended by an Act of Congress approved February 13, 1931, and f urther h eretofo re exten ded by Acts of Congres s appro ved Apri l 15, 1932, February 14, 1933, and February 26, 1934, are hereby fur- ther extended one an d three years, respect ively, f rom Feb ruary 26 , 1935 . To provide for loans to fa rmers for crop production and harvesting during the year 1935, and fo r other purposes . Be it enacted by the Senate and House of Representatives of the Loans to farmers for crop production, etc ., States o f America in Congress assembled, That the Governor during 1935. of the Farm Credit Administration, hereinafter in this Act referred to as the " Governor ", is hereby authorized to make loans to farmers in the United States (including Alaska, Hawaii, and Puerto Rico), during the year 1935, for fallowing, for the production of crops, for harvesting of crops, and for feed for livestock, or for any of such purposes . Such loans shall be made and collected through such agen- cies, upon such terms and conditions, and subject to such regulations, as the Governor shall prescribe . SEC. 2. (a) There shall be required as security for any such loan a first lien, or an agreement to give a first lien, upon all crops of which the produc tion or harvesting, or bot h, is to be financed, in whole or in part, with the proceeds of such loan; or, in case of any loan for the purchase or production of feed for livestock, a first lien upon the livestock to be fed . Fees for recording, filing, and registering shall not exceed 75 cent s per lo an and may be d educted from th e proce eds of the loan . Each loan shall bear interest at the rate of 51/2 per centum per annum . For the purpose of carrying out the provisions of this Act and co llecting loans made und er othe r Acts of the s ame gen eral cha racter, includi ng loan s made b y the G overnor with fu nds app ropriate d by th e Emerge ncy App ropriati on Act, fiscal year 19 35, the Governor may use the facilities and services of the Farm Credit Administration and any institution operating under its supervision, or of any office r or officers thereof, and may pay for such service s and the use of such facilities from the funds made available for the pay- ment of necessary administrative expenses; and such institutions are hereby expressly empowered to enter into agreements with the Governor for the accomplishment of such purposes .
