(g) The phrase " dependent relative " means a mother, father, "Dependent rela . stepmother, stepfather, brother, or sister, who, because of age or t'v e t ph ysical disabi lity, is una ble to work, or a c hild u nder s ixteen years of age, who is wholly or mainly supported by the individual receiv- ing the benefit . (h) The term " Board " means the District Unemployment Com- "Board ." pensation Board established by section 15 1 of this Act . i) The term " District " means the District of Columbia .

District Unemploy- ment Fund . SEC. 2 . There is hereby established the District Unemployment Establi shment . Fund, into which s hall b e paid all c ontribu tions receiv ed or collec ted pursuant to this Act and from which shall be paid all benefits pro- vided for under this Act . The Fund shall be managed and con- eoi onagement and trolled by the Board in the manner provided in this Act ; and the acco unts . Board shall keep complete and accurate accounts of the status of the Fund, and shall include a statement of such status in its yearly report to Congress . EMPLOYER CON TRIBUtiONS SEC. 3 . (a) Every employer who employs one or more individuals in any employment shall for each month, beginning with the month of January 1936, pay contributions equal to the follo wing per - centages of the total wages payable (regardless of the time of pay- ment) with respect to such employment by him during such month : (1) With respect to employment during the calendar year 1936 the rate shall be 1 per centum ; (2) With respect to employment during the calendar year 1937 the rate shall be 2 per centum ; I So in original .
